AI SYNERGY HACKATHON 2026 • CASE 05: THE 4 PM SPIKE

Campus Energy Decision Support System (DSS-1.0)

An offline-first, deterministic, advisory-only intelligence platform helping university electricians and campus energy managers understand, investigate, and manage electricity demand during the critical 16:00–20:00 peak period.

Deterministic Advisory Platform: This system does not automatically control electrical equipment. It delivers explainable, evidence-backed recommendations for human operational review and safety verification.

Core Engineering Principles

Architected strictly according to Section 2 of the DSS-1.0 PRD

1. 16:00–20:00 Demand Window

Deterministic 15-minute intervals. The 20:00 interval is strictly excluded. Evaluates 16 intervals per day.

2. 90% Completeness Gate

Completeness is calculated against the scheduled interval expectation. Missing readings are NEVER zero-filled.

3. Meter Boundary Truth

Handles GROSS, NET, UNDECLARED, and CONFLICTING boundaries without unverified assumptions.

4. E0–E3 Evidence Assessment

Transparent evidential grading separate from severity. Human approval never automatically inflates evidence grades.

5. Protected Building Safety

Enforces safety restrictions on research labs, vivariums, and data centers. Management overrides cannot bypass safety.

6. 13-Point Universal Explanation

Every metric, badge, and recommendation provides a 13-point deterministic explanation via the "Why this result?" panel.
